HONG KONG, Sunday, Jan. 9 (Reuters) The Chinese Communists today criticized the United States' proposal of "negotiations before withdrawal" to end the Vietman war as an attempt to "bind the Vietnamese people hand and foot through peace talks and put off the withdrawal of U.S. forces to an indefinite future."
