PRAGUE, May 17 -- The Soviet Premier, Aleksei N. Kosygin, arrived in Prague late this afternoon in the midst of the mounting dispute with Czechoslovakia. The purpose of the visit was described officially as a "continuation of the exchange of views with the Czechoslovak leaders."
