KARACHI, Pakistan, March 26 -- The new military regime in Pakistan promised today to make way for a constitutional government chosen on the basis of universal suffrage. But it set no deadline for its own departure.

ALBANY, March 26 -- The Senate passed a bill today that would allow greater flexibility in police assignments in New York City. In the Assembly, the Speaker -- stung by reports that he was holding the bill back to bargain for Democratic votes on the budget -- ordered the measure out of committee.

Mayor Lindsay made an urgent appeal last night to the State Legislature not to adopt a 1969-70 budget until "every effort" has been made to relieve our cities from the "crippling effects" of projected budget cuts.

BEIRUT, Lebanon, March 26 -- Officials in Amman said today that 18 Jordanians had been killed and 25 wounded, 10 of them seriously, earlier in the day in what was termed one of the worst Israeli air raids on Jordan since the June, 1967 war.
