COLUMBUS, Ohio, Tuesday, July 22 -- National Guard troops rolled through the streets of this capital city this morning on orders of Gov. James A. Rhodes to help the police quell looting, arson and sniper fire centered in the Near East Side, which is chiefly Negro.
