US Cong conferees on foreign aid bill retain provision for $50-million additional mil aid to Govt

US Sup Ct rules that students who lose their deferments after turning in their draft cards may challenge their reclassification in ct before induction, T J Breen case; Ct also rules that Selective Service System lacks legal authority to declare students delinquent and to reclassify them as 1-A as punishment for turning in credentials; decision virtually renders inoperative '67 amendment to Selective Service Act that permitted registrants to challenge reclassification only in 2 ways; 1st was to submit to induction and challenge reclassification while in uniform; 2d was to refuse to serve and to raise objection to reclassification as defense to Govt's criminal prosecution; Breen case was sponsored by ACLU
