REBUILDING PLANS OF CITIES REDUCED BY NIXON'S CURBS

Housing experts note that cities across nation are cutting back their plans for rebuilding blighted neighborhoods because of Nixon Adm's restrictions on renewal and related programs; say that communities of various sizes are affected by restrictions, but larger cities, which have severe blight, appear to be hardest hit; pinch in renewal funds is also hampering model cities projects in number of communities; in some cities, model neighborhoods may have to reallocate funds scheduled for services, using them instead for physical improvements that were to have been paid for under renewal; curtailment that large cities are beginning to feel stems from 2 main factors 1st, Nixon Adm is de‐emphasizing certain Fed programs developed by Dem Adms to improve core areas of large cities; increased resources thus made available are being budgeted into welfare reform and other programs; 2d, cities of small and medium size are developing blight and are applying for renewal grants in increasing numbers; result is that limited available funds are being dispersed among more cities; more than 1,200 communities are receiving or have applications pending for renewal aid; HUD Dept last yr initiated 2 restrictions 1st, it greatly curtailed neighborhood development program, which is intended to speed revitalization of neighborhoods without red tape; dept froze funds for several mos, then placed ceiling on amounts to be allocated and number of cities to be admitted; 2d, dept has told cities with projects under way for several yrs that they will not be able to continue practice of submitting amended applications each yr until projects are finished; Natl League of Cities and US Conf of Mayors are pressing Cong for $600‐million supplementary appropriation for renewal for ‘70, but this is opposed by Adm and is likely to fail; local disputes, red tape and community pressures are further hampering renewal of core cities in number of areas; examples of large cities being forced to cutback renewal programs include Phila, St Louis, Atlanta, Detroit, Chicago, San Francisco and New Haven

Pres task force under R A Peterson calls for greater emphasis on econ loons and grants to underdeveloped countries and channeling more aid through internatl insts such as IBRD and its affiliates and UN development agencies; rept, yet to be submitted to Pres, rejects ‘69 suggestion made in rept to IBRD by L B Pearson that advanced indus nation provide no less than 1% of its GNP for poorer countries; says either type of aid, loans or grants, should be provided in higher amounts than appropriated by Cong in last 2 yrs; holds long‐range econ assistance should be undertaken without regard to annual budget restrictions and that US aid policy in ‘70s should place greater emphasis on encouragement of ‘inst development’; urges mil aid programs be divorced from econ aid efforts; indicates it would be waste to provide large amounts of aid to developing country unless country possessed natl will to improve quality of life for all people; effect of proposals would be to fragment AID

Yolanda Griffith

Yolanda Evette Griffith is an American former professional basketball player who played in both the ABL and WNBA. An eight time WNBA All-Star, she was named the 1999 WNBA MVP and the WNBA Finals MVP in 2005 when she won the WNBA championship with the Sacramento Monarchs. One of the top defensive players in WNBA's history, she was the 1999 WNBA Defensive Player of the Year and led the league in rebounds and steals two times each. In 2011, she was voted in by fans as one of the top 15 players in WNBA history. She is sometimes called by her nicknames: "Yo" and "Yo-Yo". Griffith was inducted into the 2014 Women's Basketball Hall of Fame's class on her first year of eligibility. In 2021, she was inducted into the Naismith Basketball Hall of Fame.
