Govt agrees to withdraw contempt charges against Bailey and other PATCO officials after they pledge to make strong new appeals to controllers; flight cancellations and delays continue; FAA repts slight rise in attendance at some control centers

WASHINGTON, April 2—The Administration and seven na tional postal unions reached agreement today on a two‐step, 14 per cent pay increase for postal workers, 6 per cent of which the Administration wants to extend to all other Federal employes, civilian and military.

Fed grand jury indicts 12 SDS Weatherman faction leaders on charges of conspiracy and violation of Fed antiriot act, Chicago; Fed Judge J J Hoffman, whose handling of Chicago 7 conspiracy case was marked by controversy, is assigned to try case; charges arise from '4 days of rage' and demonstrations in Chicago last Oct by Weathermen; those indicted compose nearly all of Weathermen central leadership; they are: M Rudd, J Jones. B Dohrn, T Robbins, J Jacobs, L Evans, H Machtinger, K Boudin, M Spiegel, J Clark, L Weiss; bench warrants for 12 issued; Weathermen have gone underground; Fed warrants charging unlawful flight to avoid prosecution have already been issued for all defendants except Ayers, Jones and Robbins; also sought is C P Wilkerson, who is cited as 1 of 28 named as co-conspirators but not as defendants; bodies of 2 others name as co-conspirators but not defendants--T Gold and D Oughton--were found in rubble of Greenwich Village, NYC, townhouse that was destroyed by bomb blast; Judge Hoffman comments on his assignment to case; demonstrations revd; outgoing US Atty Foran says indictments are result of 6-mo probe by his office and FBI
