Fed Dist Ct enjoins Hickel from issuing right-of-way permit for rd parallel to projected Alaska pipeline until conservationists' objections are revd; 3 conservation groups complain pipeline permit will violate '20 Mineral Leasing Act limiting right-of-way grants to 25-ft on each side of pipeline; concede right-of-way could be only 50 ft plus 4 ft for pipe width; 48-in pipeline, which will run 800-mi from Prudhoe Bay on N Slope to Valdez, will take 100-ft wide right-of-way; conservationists argue Hickel has not fully complied with Jan 1 Natl Environmental Policy Act requiring submission of detailed statement to Environmental Quality Council on environmental impact of any proposed action; Justice Dept repr Pittle defends Hickel authority to issue special use permit for extra width and reasons for not submitting statement; says Hickel is weighing advice of scientists that much of pipeline will have to be above ground to avoid dangerous melting of permafrost regions; hints Hickel is thinking of holding pub hearing before issuance of permits; Ct instructs Hickel not to issue permit unitl he has given conservation groups 2 wks notice
