GOLDBERG TO PRESS ROCKEFELLER LINK TO NIXON AS ISSUE

Goldberg opened his campaign against Governor Rockefeller yesterday by link ing the Republican incumbent to President Nixon and Vice President Agnew—a link that is essential to the Goldberg campaign strategy of rebuilding the traditional Democratic coali tion of liberals, working people and minority groups.

Council to Get Rent Plan With Increases of 4 to 15%

City Council Dem Leaders offer rent plan with smaller increases than had been asked by Mayor Lindsay as part of his plan for revision of rent-control law but proposing larger increases for tenants in least expensive apts; Dems' plan would retain Lindsay's computerized rent formula linking rents to landlords' operating and maintenance expenses but would go into effect on Aug 1 '72 rather than on July 1 '71 as proposed by Mayor; rents would be revised as operating costs every 2 yrs and would allow landlords 8.5% return on bldg's equalized assessed valuation; increases on Aug 1 '72 would range from 4% to 15% with largest increases aimed at helping smallest and most marginal landlords; other increases listed; civic groups and research orgns concerned that many low-income tenants, particularly aged, will be hurt by increases and have urged Govt rent subsidies but Budget Dir Hayes reptdly has made it clear that city budget cannot carry burden of subsidies; Manes says Council leders have not decided on approach to this problem; says plan also requires landlord to swear under oath that he had spent at least 90% of money alloted for operating and maintenance expenses of bldg before receiving rent increase under computerized formula; says that under plan no increase will be granted owner who has failed to rent apt in his bldg for 6 mos or more; maxiumum permissible rent increase after Aug 1 '72 would be 7.5% for apts whose rents were below computerized levels
