US Sen, 76-8, approves bill granting Indians, Eskimos and Aleuts 10-million acres and $1-billion cash compensation to tattle claims dating from 1867 purchase of territory from Russia; sends bill to HR, which is not expected to be as generous; rejects Sen Harris suggestion of 40-million acres; bill endorsed by Alaskan Fed of Natives, hailed by Sec Hickel; complex 3-yr preparation, principally by Sen Jackson, revd; bill would establish 5-member Alaska Native Comm, including 2 natives, to prepare population lists and determine boundaries; would establish statewide orgns, Alaska Native Investment Corp to handle business and investments and Alaska Native Services Corp for soc services and distribution of funds; US to pay $500-million to corps in next 12 yrs, starting with 90% to services corp and ending period with 40% for services and 60% for investments; other $500-million linked to natural resources: 2% of income from leases and royalties on US oil and mineral lands, amts to be skimmed off before state gets its share; land distribution detailed: villages to get acreage; natives to select million acres for timber potential; services corp to select 500,000 acres to avoid personal or group hardships or to protect areas of cultural or historical significance; N Slope inhabitants to get 500,000 extra acres because barren region requires more grazing space; last 3 grants convey only 'surface estate,' usage right but not title; Sen Jackson amendment to require competitive bidding on oil and mineral lands also approved, 47-35, move to prevent giveaway to speculators; legis would end then-Sec Udall's '69 freeze on land distribution pending native settlement
