Nixon Plan for Negro Jobs In Construction Is Lagging

Nearly 1 yr after Nixon Adm began trying to put significant numbers of Negroes on construction jobs across nation, program is still struggling to get off ground; central part of program, Phila Plan, has not begun to produce even minimal gains toward its modest goal of breaking color barrier in 6 construction trades; alternative voluntary hiring programs, known as home town plans, have been drawn up in several other large cities, but have not yet put additional members of minority groups in jobs; their failure is attributed to disagreement over settling quotas for minority union membership, refusal of some unions to cooperate because of what they termed quota provisions and lack of strong enforcement; Asst Sec Fletcher says major problem is lack of enforcement by Fed agency for which work is being done; says his dept is preparing to take legal actions against contractors found to be in non-compliance; civil rights leaders, union and Fed officials comment
