Natl Hwy Safety Bur issues special consumer protection bulletin warning pub of possible safety defect in lower control arm of over 4-million Ford cars; directs warning at owners of full-size '65-69 Fords and Mercurys and '68-69 Thunderbirds; says it still lacks sufficient evidence to request recall of cars; Sec Volpe announces that he ordered bur to pub such bulletins whenever there is evidence of significant consumer risks, but insufficient evidence to 'declare certain vehicle flaws to be outright safety defects'; bulletin advises car owners to have lower arms inspected or replaced if cars had struck curbs or any other obstacles with enough force to blow tire or dent rim; co exec M S McLaughlin repeats co denial that there is defect on control arm, but says co will cooperate with bulletin; says payment for inspection or replacement will be car owner's responsibility 'as would be case with any accident damage'
