Gov Rockefeller reptdly has agreed to eliminate doubling of fees

UNITED NATIONS, N. Y., March 18 — Foreign Minister Abba Eban of Israel met sepa rately today with Secretary General Thant and Dr. Gunnar V. Jarring and restated his na tion's determination to hold on to boundaries that it considers defensible.

NYC officials, after 5 yrs of waiting and hoping, are beginning to turn away from psychotherapy as way to treat heroin addicts and are relying instead on chemistry; city is treating more and more addicts with methadone, mainstay of chemotherapeutic approach; Lindsay adm has asked Rockefeller adm to provide enough funds to quadruple number of people served by city's methadone program; methadone programs in city and elsewhere have reptd encouraging success in getting addicts to stop taking heroin regularly but despite claims of success, there is continuing controversy as to how and when methadone should be used and even as to whether it works at all; recommendations that heroin be administered free to addicts noted; differences between heroin and methadone noted; illus
