Sen Commerce Com approves bill to limit '72 Dem and Repub Pres candidates to spending $13.9-million each on radio, TV, newspapers, magazines and billboards; only $7-million of amount could be spent on radio and TV; lack of opposition on final com vote called misleading; Repub Sens tried unsuccessfully to raise spending and contribution ceilings and plan to renew effort on Sen floor; bill would also impose spending limits for 5 communications media, but no others, on Sen and HR candidates; all limits would be based on formula allowing maximum of 10 cents for each eligible voter, with no more than 5 cents to go for radio and TV, but with minimum ceiling of $60,000; other major provisions are following: repeal of equal-time rule that circumscribes TV debates between 2 major party Pres candidates by requiring participation by all minor party candidates as well; ban on any campaign ad that candidate has not authorized as being within his spending limit; requirement that electronic and nonelectronic media charge candidates their lowest rate during 45 days before primary or 60 days before gen election; provision that spending ceilings would rise automatically with Consumer Price Index; com changes bill to drop any curbs on spending for campaign paraphernalia; candidates would be permitted to spend same amount for primaries as for gen election; com approves amendment providing that all natl and Cong candidates must have 'reasonable opportunity' to buy TV and radio time; move places formal statutory obligation on broadcasting indus for 1st time
