Harlem Crime Toll Is Put at $2‐Billion

Sen, 74-8, approves $1.4-billion desegregation bill; bill includes provision for planning of 1 integration program involving entire met area in effort to test Ribicoff's plan; bill combines Adm's plan, which gave communities broad discretion in use of funds, and stricter requirements suggested by Sen Mondale that dists receiving grants have broad plan for eliminating segregation and that they use funds to create at least 1 integrated school in dist; Sen rejects series of amendments sponsored by Sen Ervin designed to relax some requirements; bill now goes to HR, where it may face difficulties since most Reprs prefer weaker version of bill they adopted last fall
