GUARDS IN QUEENS TO FACE CHARGES
Fed Judge Judd, refusing to accept rept of US Magistrate Catoggio, orders NYC to press charges against prison guards whom Catoggio had absolved of charges of brutality and using excessive force in quelling rioting at Queens House of Detention; orders city to conduct within 6 wks independent and impartial investigation and prosecution of charges against correction officers and supervisors; directs that grievance procedure be set up to deal with inmates' complaints and gives inmates 3 wks thereafter to submit their views on plan; says that he will maintain jurisdiction of issues; denies as unnecessary inmates' request for injunction on ground that there have been no recent allegations of beatings by guards; spokesman for Comr McGrath says that Correction Dept will conduct administrative probe and rev all circumstances and events that are subject of lawsuit and will take appropriate action against correction officers and their supervisors if warranted
