NYC Mayor Lindsay's Narcotics Control Council issues paper stating that methadone maintenance will receive 'first priority for expansion' in its strategy to combat heroin addiction; estimating that 1/2 of city's addict population might be attracted to methadone programs, says that it plans to increase number of patients in city‐run maintenance programs to 11,000 by next June; thre are now 3,000 patients; asserts, however, that city will continue balanced program utilizing nonmethadone approaches to check heroin addiction, such as drug‐free, psychotherapeutic programs, expansion plan represents victory for methadone propnents; propsosed expansion will require Health Services Adm to double number of its methadone clinics from 27 to 54; annual cost of program, once it reaches 11,000‐patient level, will be $12.5‐million; Health Services Administration's methadone program dir Dr R Newman and Addiction Services Agency Comr Finney comment

NY Times survey finds that increasing number of employers, seeking to identify dishonest employes, are requiring workers to take and pass lie detector tests either as consideration of continued employment or as part of pre‐employment screening process; 1 informed estimate is that about 200,000 persons in private employment will be subjected to polygraph tests in '71; critics of commercial lie detecting see it as an invasion of privacy and violation of const guarantee against self‐incrimination
