Fed Dist Judge Mishler declares NYS Election Law requirement that prospective voters in primaries must have regis and enrolled in pol party before preceding gen election is unconst; contends current enrollment laws postpone voters' rights to associate with members of pol parties of their choice and are unconst infringement of rights guaranteed by 1st and 14th Amendments; as result of decision, any qualified voter will be able to enroll in party almost immediately; suit was filed by ACLU on behalf of S Eisner, and by atty S Friedman on behalf of P J Rosario, W J Freedman and K L Gottesman; Mishler holds defendants, including Gov Rockefeller and NYC Elections Bd, supported deferred enrollment process to insure integrity of pol parties and prevent crossing of party lines in primaries

Pres Thieu says that latest allied peace proposal is as much as he will be willing concede, TV int; criticizes Sec Rogers for his statement that the US will be 'flexible'; says Rogers does not understand relationship between Thieu and Nixon 'as it has already been agreed that the Amer Govt would not deal with questions involving Vietnam's internal affairs at the Paris peace talks, in particular those involving pol problems in S Vietnam, without prior consulations with the Govt in Saigon'; says if Nixon has any new proposal to make to the Chinese about the war 'he should first meet with me to discuss and get my agreement'; says this is not first time Rogers has interfered in S Vietnam's affairs; Thieu acceptance on Jan 26 of proposal to resign seen apparently made knowing Communists would reject it, since it contains condition that an agreement be signed and a cease-fire put into effect 5 mos before the resignation

Robert Kelly Slater is an American professional surfer who has been crowned World Surf League champion a record 11 times. He is widely regarded as the greatest professional surfer of all time, and holds 56 Championship Tour victories. Slater won the Laureus World Sports Awards category of Action Sportsperson of the Year four-times. and Lifetime Achievement Award (2025). He is also the oldest surfer still active on the World Surf League, winning his 8th Billabong Pipeline Masters title at age 49.
