Sen, 50‐47, defeats Griffin antibusing amendment and approves, 63‐34, Mansfield‐Scott amendment; winning margin is so close and antibusing sentiment is so strong that many experts fear decisive antibusing action may yet emerge from Cong this yr; defeat of Griffin amendment is seen possible only because 3 Dem Pres candidates, Muskie, McGovern and Humphrey, returned from campaigning to vote in Sen; Vice Pres Agnew presided during votes and would have broken any tie; $23‐billion higher educ bill that is vehicle for antibusing amendment is expected to be passed tomorrow; Mansfield‐Scott amendment would then go into conf com to be reconciled with stronger antibusing provisions passed by HR; Sen also defeats, 49‐43, proposal by Sen Baker to require that no busing orders be implemented until all ct appeals are exhausted or until June 30 '73; also defeats proposal by Sen Ribicoff to set up long‐range plan of school desegregation that would have required all school dists within 10 yrs to have racial balance
