Yale Univ decides to take activist role in connection with its extensive stockholdings in Amer corps; univ trustees have, in effect, endorsed concept that inst investors, such as univ endowment funds, have a responsibility to speak out when cos whose shares they own are taking actions deemed harmful to society; under new policy, Yale will cast votes represented by its stockholdings for or against proposals extending beyond simple financial gains; guidelines for new policy are contained in recently published book entitled The Ethical Investor, treatise on corp responsibility which grew out of yr-long Yale seminar in '69-70; Yale Corp met earlier and voted to adopt guidelines on 'experimental basis'; Profs J G Simon, C W Powers, J P Gunneman authored book; Simon comments; shift in univ policy represents significant policy change that is considered certain to influence actions of other inst investors

US Justice Dept says on Apr 12 that it plans to file antitrust suits against 3 major TV networks and Viacom Internatl; says suits would charge that cos 'have monopolized and restrained trade' in prime-time TV entertainment programs; CBS, in statement to its affiliates, says Justice Dept seeks to transfer control of network programing to ad agencies and motion picture producers and to prevent networks from producing any entertainment programs or feature films; CBS, ABC and Viacom, ind co formerly associated with CBS, say they believe Govt's case is without merit and will resist suit; NBC says it would be 'unappropriate' for it to comment at this time; McCann-Erickson chmn R S Marker says he does not agree with suit's apparent aim and believes it would be opposed by many advertisers; CBS-TV pres R D Wood says 4 cos had been apprised of action when their attys were summoned to meeting with Justice Dept's Antitrust Div; Deputy Asst Atty Gen Wilson says suits have nothing to do with news, public affairs or sports presentations

Mrs P E Gilly says in confession read in ct on Apr 13, that her father, S Huddleston, who is also awaiting trial, had told her that slaying had the approval of the 'big man' and to her 'that meant Tony Boyle, pres of UMW; confession also says that she was told that 4 other UMW officials were involved in or knew about slaying; they are identified as G J Titler, J Owens, A Pass and W J Prater; UMW exec bd again issues statement denying any involvement in murder case by any union officer; excerpts from Mrs Gilly's confession statement

Amb Porter, Apr 13, says Nixon offered to resume Paris peace talks with a session today but the only reply of the Communists has been 'a mushrooming invasion' of S Vietnam, Orly Airport statement on returning to France from US after consultations with Nixon; says Nixon's offer had been made in a message sent through a private channel on Apr 1; Communist delegations, in Paris, demand that the peace talks be resumed immediately; an official French delegation returning from Hanoi repts that Le Duc Tho declared in int that he will leave immediately for Paris as soon as the US showed a willingness to negotiate; Nixon's offer believed to have included condition that secret talks be held also
