Suffolk County, NY, Exec Klein announces that Fed Govt has designated county an employment disaster area, making it eligible for hundreds of thousands of dollars in emergency relief funds and loans to private indus, news conf, Apr 20; explains that designation, 1st in 9-county NY met area, will enable county to receive money under Public Works and Development Act for wide range of projects; asserts that designation recognizes for 1st time county's chronic unemployment picture and represents major breakthrough in dealing with its current econ problems; under act's provisions, county will be eligible for Fed funds for establishment of special skills centers for retraining of unemployed and underemployed and reimbursement of up to 60% of costs of indus water pollution control facilities, streets, access rds, and indus-related utilities, tourism facilities and research projects; county jobless rate has been over 6% for more than 18 mos; Klein notes that he is assembling task force of top county govt officials to prepare comprehensive presentation of specific programs for which funds would be requested from Fed Govt before June 1 deadline
