June 13: Gen J D Lavelle acknowledges he was dismissed from USAF in March after ordering his planes to make about 20 unauthorized raids on mil targets in N Vietnam and reporting them as 'protective‐reaction' missions, June 12 testimony, HR Armed Services subcom investigation; admits that in certain cases he made interpretations which were probably beyond literal intention of rules, but insists he kept his superior officers, Gen C Abrams who is head of Mil Assistance Command in Vietnam, fully informed; says repts were falsified to show enemy action in order to justify air strikes, but also testifies that he had not known of falsifications until he was informed of them by USAF investigating team; Gen J D Ryan, USAF Chief of Staff who dismissed Lavelle, testifies that official investigation showed 28 violations of rules of engagement involving unauthorized strikes by 147 aircraft and that impetus for filing false repts came from Gen Lavelle; says investigation was prompted by letter from USAF sergeant; Sec Laird is reptd standing by to testify if needed; illus
