US Sen votes, 71-21, on Aug 8 to repeal controls over sale of .22-caliber rimfire ammunition, which can be used in both sporting rifles and cheap handguns; if approved by HR, it will mark 2d easing of ammunition restrictions since gun control law was enacted 4 yrs ago; vote comes at time when Sen is continuing debate on bill designed to halt manufacture and sale of snub-nosed, easily concealed handguns, commonly known as Saturday Night Specials; Sen now apparently appears prepared to tighten controls over such handguns, while at same time removing restrictions on .22-caliber rimfire ammunition used extensively in privately owned guns

NYC Dist Attys Hogan (Manhattan), Roberts (Bronx), Gold (Bklyn), Mackell (Queens) and Braisted (SI) denounce on Aug 8 Knapp Comm's recommendation that Gov Rockefeller appoint special deputy atty gen with sweeping powers to fight corruption among city's policemen, prosecutors and judges; statements from each noted; pors; Knapp, meeting in Albany with Rockefeller's counsel M Whiteman, confirms that Lindsay and Hogan had requested that he delay issuing comm's rept, but says that it was not possible because advance copies had already been sent to city officials and reporters

Gov Rockefeller, reversing earlier decision, approves on Aug 8 plans for 50-acre campus for York Coll; notes various requests he made regarding financing of planned campus have now been met; he had asked that total space requirement of coll be provided by combination of new construction and existing facilities and that relative costs of retention of facilities as opposed to new construction should be considered; coll spokesmen says conditions cited do not appear to pose serious obstacles; original estimate of cost of coll was $62.5-million, but delays may mean that coll will now cost more than $80-million; controversy over coll plans and Rockefeller's original rejection of them recalled

Madison Square Garden Corp warns NYC on Aug 8 that it may be forced to move NY Knickerbockers (NBA) basketball team and NY Rangers (NHL) hockey team out of NYC unless city can provide tax break or even take over sports arena; Garden official B H Gottehrer, former Lindsay aide, says that corp has had discussions with NJ Sports Auth concerning possible move to new sports complex in Jersey Meadows; spokesman for Garden says that corp could easily rent arena on 80 dates used each yr by both teams for minimum of $1.4-million and then rent another stadium at a low rate; complained that, despite record $3.7-million in earnings in 71, higher salaries and limited seating capacities and already top ticket prices have put corp into financial squeeze; also complains of 'inequity' of forcing corp to carry overhead of $2.1-million per yr in real estate taxes; Lindsay press sec Morgan comments; insignias of Knicks and Rangers
