Bronx Dist Atty Roberts announces Aug 29 that Police Dept investigators, wearing hidden recording devices, have begun fanning out to construction sites across city to gather evidence against contractors who pay bribes; discloses indictments of 4 construction men as 1st result of drive; those arrested were G Russo, F Porco and J Maggio; name of 4th man withheld because he is on vacation and cannot be arrested until his return; 3 men arrested pleaded not quilty and were released on parole; evidence against men was gathered by Sgt A Santoro of Internal Affairs Div, who posed as precinct officer and visited about 25 construction sites; he never asked for bribe but was offered bribes by 4 men who were indicted; Roberts says if men have no criminal records he will not ask for jail sentences but would rather impose severe fine to serve as deterrent; strategy of arresting those who give bribes is dramatic shift of policy by prosecutors

Mark Spitz, the 22‐year‐old Californian who is attempting to win an unparalleled seven gold medals at the Olympics, captured his third gold medal of the Games at Munich, West Germany, yesterday with his third world record. He overtook Steve Genter, a teammate, to win the 200‐meter free‐style in 1 minute 52.78 seconds. Spitz earlier had won the 200‐meter butterfly and had anchored the victorious American 400‐meter freestyle relay team.
