Study prepared by NYS Joint Legis Com on Crime member J B McKenna and pol scientist H D Lasswell under a $69,000 grant from Justice Dept repts that organized crime has achieved a record of sustained and dynamic growth in Bklyn's Bedford-Stuyvesant section because of breakdown in law enforcement in area; study, which covers period from '63 to '70, shows that by '70, organized crime was grossing more revenue from its illegal policy and narcotics operations in Bedford-Stuyvesant than Fed Govt was collecting in income taxes in area; examination of disposition of cases against 356 persons arrested in 73 separate police raids of policy banks shows that 198 had their cases dismissed, 63 were acquitted, 77 were fined an avg of $113 each, 5 were convicted and sentenced to jail for avg term of 17 days, 12 recd suspended sentences and 1 recd a sentence of more than a yr in prison; repts concludes that as long as gambling is illegal, law-enforcement efforts can not successfully counter basic power of organized crime; money spent by area residents on gambling and illegal drugs increased from $14.9-million in 63 to $88.3-million in '70; other narcotics and gambling statistics given; chart; map

Evidence mounts, on Oct 22, that intensive negotiations are under way for cease-fire to end not only Vietnam war but also fighting in Laos and Cambodia; negotiations are carried out primarily by H A Kissinger, Nixon's adviser on natl security; recent developments indicating an accord may be near include Kissinger's flight to Pnompenh to conf with Premier Lon Nol, Laotian Premier Souvanna Phouma's stop over in Paris, en route to US, after briefing from W H Sullivan, US expert on Far East who is accompanying Kissinger, and rept by Cambodian Govt aide that officials have recently held series of meetings with N Vietnamese-backed Cambodian guerrillas aimed at ending fighting in Cambodia; illus of Kissinger arriving in Saigon from Pnompenh

NYC Schools Chancellor Scribner says on Oct 22 that Educ Bd will allocate $6-million this wk to hire at least 1,200 security aides for patrol duty in city's schools; announcement follows recent rept that 6 more ps teachers were robbed in front of their students in classrooms; at least 9 teachers have been robbed in last 2 wks, all but 1 in presence of pupils and 2 in violent attacks; Mayor Lindsay voices concern over attacks and will meet with Chancellor Scribner and E Waith, newly apptd chief of school security; Scribner also denounces crimes as violation of rights of both teachers and students; says plans to hire additional guards have been under way since Sept and are not directly related to recent thefts; says division of funds will be based on enrollments under various jurisdictions; plans to meet with Waith to discuss robberies; says full investigation will be conducted of each incident; UFT pres Shanker scores attacks and says at least 2,000 additional security guards are needed; says that under UFT contract, principal of every city school must work out security program with union reprs; says none of these programs have been completed so far

Oct 23: high Saigon Govt official, Oct 21, says Pres Thieu ordered his Govt to start preparing plans for a cease-fire 2 wks ago and told Cabinet officers that he and Kissinger have been discussing proposal for a cease-fire in place; says he doubts that Thieu will ever accept a peace settlement involving major concession of pol power; says Thieu urged Cabinet to oppose settlement that stopped fighting temporarily and had reiterated his opposition to a coalition govt; says Cabinet was not told what Kissinger was asking for
