Source in Secret Service repts that White House aides involved in Nixon's campaign have received repts of Secret Service, whose agents are assigned to protect Dem Pres candidate McGovern, about confidential meetings of McGovern; source repts that agents assigned to guard McGovern have not been told to gather intelligence on him but that certan information collected by Secret Service has been turned over to White House aides by official of agency in violation of rules; Secret Service spokesman J Warner says that such allegation has never been made against agency and that such action would in no way be sanctioned

civic and ethnic leaders meet on Nov 2 with NYC Comm of Human Rights chmn E H Norton and plan to set up city wide coalition of ethnic and neighborhood groups in effort to reduce racial polarization and avert such confrontations as Canarsie school dispute; coalition will be liaison between neighborhoods and govt with small steering com that will be able to move quickly and without publicity to avert troubles before entire neighborhoods are polarized; meeting was prompted by Canarsie controversy, where white parents are attempting to prevent black students from Brownsville's Tilden housing project from being bused in to attend predominantly white J Wilson JHS, but coalition will deal with tensions in city at large; list of orgns represented at meeting
