FPC repts Nov 29 that country's shortage of natural gas this winter would be largest on record and almost twice as large as lost winter; southern Calif and states east of Miss considered most vulnerable; estimates of interstate pipeline cos indicate flow of gas will fall short of industry's contractual commitments to noninterruptible customers by about 3%; individual homes and small businesses will get top priority under Fed and state policy; FPC Chmn JN Nassikas says that severe curtailments have had serious impact on industrial customers that have been accustomed to taking large vols of low-cost interruptible gas with only infrequent interruptions; says that tabulation of repts from 14 major pipelines and 1 smaller co had indicated supply deficiency of about 1 trillion cu ft in 12 mos to end March 31, '73; '66-90 graph of unsatisfied demand for natural gas
