New Accord on Vietnam Calls for Halt Tomorrow on All Cease‐Fire Violations

US, N Vietnam, S Vietnam and Vietcong join on June 13 in calling for end of all cease-fire violations beginning 4 AM June 15 Greenwich mean time, joint communique containing 14 provisions to improve observance of original Vietnam cease-fire agreement signed Jan 27; Kissinger emphasizes that June 13 agreement is not new one but 'amplification and consolidation' of basic accord, news conf; stresses that goodwill continues to be needed for observance of cease-fire; 14 points were worked out by Kissinger and Le Duc Tho and signed by them and 2 S Vietnamese adversaries; S Vietnam signs only after US overrules some of its suggestions, including Thieu's demand for definite timetable for elections and his reptd demand for reference to N Vietnamese troops in S Vietnam; wording of communique is reworked to call for demarcation of 'areas of control' as soon as possible, in deference to Thieu's objection to use of word 'territory'; communique is initialed by Kissinger and Tho on June 13 in villa at Gif-sur-Yvette and later signed again by Kissinger and Tho in former Hotel Majestic, Paris, with Deputy Premier Nguyen Luu Vien signing for S Vietnam and Min of State Nguyen Van Hieu for Vietcong's Provisional Revolutionary Govt, in 1st of 2 signing ceremonies; 2d ceremony was concluded 3 hrs later at same site with only Kissinger and Tho signing document; 14 points of communique listed; include US agreement to cease 'immediately, completely and indefinitely' its reconnaissance flights over N Vietnam and to resume minesweeping within 5 days of signing and complete it within 30 days; at news conf preceding Kissinger's, Nguyen Xuan Phuong, deputy head of Saigon delegation, asserts that not only must infiltrations cease but troops that are not Vietnamese must leave S Vietnam to settle its pol problems itself and exercise its right to self-determination

Sami Hannu Antero Kapanen is a Finnish professional ice hockey coach and former player. He played 12 NHL seasons for the Hartford Whalers, Carolina Hurricanes and Philadelphia Flyers. He is the majority owner of KalPa in the Finnish league. Kapanen's son, Kasperi Kapanen, is a member of the Edmonton Oilers.
