Cambodia has a hastily trained and poorly maintained air force of perhaps 100 planes to replace the more than 550 US planes which will be withdrawn by act of US Cong within 3 days; bulk of Cambodian Air Force consists of single‐engine propeller‐driven T‐28s; there are no big planes, no jets, and no planes that can carry large bomb loads or fly long distances; other intended replacement for the US bombing is artillery, which has been pouring into Cambodia during last few wks; foreign diplomats and mil attaches, however, remain pessimistic; note that the Govt is unpopular, the army badly led and the population largely demoralized by 3 yrs of war; insurgents, although badly pounded by US bombing, have shown they can open the necessary corridors to Phnom Penh, and will push forward when the bombing is stopped; in effort to hold off rebels as long as possible, US bombing was stepped up intensely in the last wk; Cambodian comdrs call in US bombing raids close to their own lines often causing casualties to Govt soldiers; comment on recent accidental bombings by US when no enemy troops were involved; illus of Cambodian soldier in a pagoda at Veal Sbou

NYS Cultural Resources Comm rept recommends legis creation of 6‐point Historic and Antiquities Preservation Act, to be administered by State Historic Preservation Bd, 11‐member advisory arm of Pks and Recreation Dept; measure would create State Historic Sites Regis, elevate State Historic Preservation Bd from advisory to policy‐approval panel, empower local govt to designate historical sites and to provide property tax relief to privately or commercially maintained historical sites on proposed State Regis; would also eliminate current tax structure's advantage for destroying and rebuilding historical structures and provide instead income tax incentives to those making adaptive uses of existing structures, assist localities in utilizing historical structures by offering ‘modest’ matching grants for planning purposes, and provide $5‐million rehabilitation fund for various uses for historical bldgs and sites on either State or Natl Regis

Fed agents are scheduled to begin digging into records of Vice Pres Agnew's 2 yrs as Md Gov on Aug 13, with testimony expected to be presented to special grand jury in Baltimore on Aug 15; Md state archivist Dr M Radoff has been subpoenaed to testify on Aug 15 to identify documents from state records dealing with Agnew and ex‐Agnew asst J B Wolff; in new phase of investigation US Atty Beall appears to be concentrating on highway construction and engineering contracts; Radoff says records from Agnew Adm were closed by law and that no one has checked into them; Md law requires that private records of a Gov's Adm are closed to public for 30 yrs or until Gov involved has died, although cts can seize records and former Gov involved can authorize other persons to inspect documents; records from ‘66 campaign for Gov and for ‘72 testimonial dinner have already been delivered to Govt, but records from ‘62 campaign apparently were routinely destroyed several yrs ago; officials of state elections bds say no records from ‘Exec Assembly,’ name given to Agnew's special fund, were ever filed with state; Exec Assembly was group of wealthy Repubs and Dems who paid $1,000 each to defray Agnew's personal ‘pol’ expenses; existence of fund was exposed on July 17 ‘68 when Nixon, then Pres candidate, was guest of honor of Exec Assembly at dinner at Gov's mansion; Agnew later estimated that he recd $35,000 for his ‘personal pol expenses,’ but his atty later said that $28,500 was raised and that $18,500 of this was given to Nixon‐Agnew campaign and remainder for ‘expenses'; reporters estimate Exec Assembly raised $150,000 that night; 2 totally different sets of records were filed with Md to reflect contributions to ‘Salute to Ted Agnew Dinner’ held in Baltimore in Apr ‘72; both repts show that more than $170,000 was raised, but 1 rept does not reflect that $49,900 of this came from Finance Com to Re‐Elect the Pres; sponsors of dinner later admitted that 1st rept was phony, that contributions were attributed to persons who did not make them; organizers of dinner included L Matz and J W Jones, both of whom are also being investigated and who have been close Agnew associates
