Environmental Protection Agency issues directive on Sept 26 giving NYS $1.2-million in Fed funds in '73 for water pollution control projects; announces, however, that it is reconsidering Fed formula in face of mounting opposition from members of Cong who feel that their states will not receive fair share of over-all $1.9-billion; Sen Randolph, whose home state of W Va will receive only $64,000 under formula, joins 31 colleagues in introducing joint resolution to declare formula void; formula gives top priority to states that have made grants of 25% or more to local water control projects; EPA head Train comments

The Consolidated Edison Company has been given license to increase the gener ating power of its nuclear plant at Indian Point, but will have to construct a special cooling tower. Page 77.
