NYS Mental Hygiene Dept, in private memorandum and directive, has made major policy change that will slow down release of mental patients from hosps to communities; memorandum indicates widespread anger of communities was 1 reason for change; memorandum, signed by Deputy Comr Robert A McKinley, says hosp officials should be more selective about release of patients and those released should be more fully prepared while they are still in hosp; directive follows series of NY Times articles on hosps' 'revolving door' policy; McKinley, noting practice of hosp employes operating family homes in which discharged mental patients are placed, says such practice should not necessarily continue (M)
