PORTUGAL PARTIES SPLIT WITH JUNTA ON AFRICA POLICY

leaders of Portuguese Dem Movement, orgn of Socialists, Communists and Christian Dems, differ with Gen Antonio de Spinola in urging immediate end to fighting in Portuguese Guniea, Mozambique and Angola and start of talks with rebels on self-determination and independence, meeting with Spinola; hold Africans are ready for self-determination now, while Spinola reptdly holds it will take time to prepare them; Spinola makes it clear that he will act so that African voters will choose to remain in Portuguese orbit; holds vote for independence would mean failure of Portuguese policies; Portuguese Socialist leader Mario Soares says he will seek support of GB, possibly W Ger and other 'friendly' nations for proposed new Portuguese Govt to discourage possible separatist movements by white populations in African territories, int; says independence will come, but must be achieved in orderly way (M)
