China's ideological campaign has moved into a new phase after orders from Peking barring local Communist party units from interfering with anyone who wants to put up a wall poster denouncing officials or policies he finds objectionable. As a result, some party officials are under poster attack for blocking “revolutionary mass criticism.” Page 3.
