A Bronx grand jury in effect cleared State Senator Joseph L. Galiber yesterday of corruption charges that had prevented his appointment as the city's first black Deputy Mayor last January. The panel had investigated corporate campaign contributions and alleged forged checks but refused to return a true bill. Details on Page 49.
