officers of some of NYC's leading banks say that city repeatedly has refused over last several yrs, including Mayor Beame's term as Controller, offers to help reconcile its bank accts and that if city had accepted offers discrepancies recently disclosed in audits commissioned by Controller Goldin might have been uncovered earlier and corrected before they became so large; Controller's office was asked to institute uniform numbering and acctg system so that banks could keep more careful track of city's money; officials say that because requests were refused banks, namely First Natl City, Bankers Trust Co, Chase Manhattan, Chemical, Manufacturers Hanover and Morgan Guaranty Trust Co, were forced to provide simply clearinghouse function and at no time attempted to justify accts; Beame spokesman says that this was never brought to Beame's attention but that it is conceivable that bankers spoke to Controller's office staff; banking officials point out that there was never any clear indication that city's bank balances had discrepancies but system had little order, situation they were trying to remedy; former 1st Deputy Controller James D Carroll concedes that he cannot remember telling Goldin about discrepancies during Beame adm takeover; Goldin says no one told him about inability to reconcile city's accts; city's numbering system described; Manufacturers Hanover and Chase Manhattan have agreed to reprogram computers for new sequencing system; Manufacturers Hanover official William Kushner refuses to discuss system; Goldin spokesman says city is still considering conversion to uniform magnetic system; city official speculates that city did not convert to latter system earlier because of pol (L)
