CIA Dir William E Colby has told House Armed Services Subcom on Intelligence in top-secret hearing in Apr '74 that Nixon Adm, and Henry Kissinger's 40 Com in particular, authorized over $8-million for covert activities by CIA in Chile between '70 and '73 in effort to bring down govt of Marxist Pres Salvador Allende Gossens; disclosed CIA 1st intervened against Allende in '64 during Johnson Adm when Allende was Pres candidate against Eduardo Frei Montalva; called CIA operations in Chile a test of technique of using heavy cash payments to bring down govt viewed as antagonistic toward US; Colby's testimony was made available to Repr Michael J Harrington, who then wrote to other Congressmen protesting CIA's clandestine activities and Nixon Adm's failure to acknowledge them despite repeated inquiries from Cong; illus of Colby and Allende (L)
