A Federal indictment against eight policemen resulting from the Knapp Commission investigation into police corruption—an indictment that depended on the testimony of a suspended patrolman, William R. Phillips —has been withdrawn by the Government, primarily because Mr. Phillips's credibility has been brought into question.
