Ct papers filed in '68 and made available on Oct 23 '74 disclose how TB&TA was enabled to use part of its revenues in support of mass transit in NYC met area; involved in ct-ratified agreement were Chase Manhattan Bank, representing holders of some $362-million TB&TA revenue bonds, TB&TA, MTA and NYS; stipulation stated that bondholders, in return for extra qr of 1% on their investment, would never again challenge merger of TB&TA into MTA, or right of MTA to use TB&TA's surpluses for mass transit; transportation atty Theodore W Kheel says had stipulation been available before, he would have cited it as precedent in his suit to force Port Auth to provide some of its funds for mass transit in met area; record indicates that agreement involved some of most powerful men and legal firms in recent NYC history, including then-Gov Rockefeller, his brother David, former Gov Thomas E Dewey and his law firm Dewey Ballantine, Alton Marshall, Austin Tobin, Atty Gen Lefkowitz, Gov Wilson and law firm of Cravath Swaine & Moore (L)
