Oct 30: Arab summit conf in Rabat on Oct 29 reptdly agrees on multibillion-dollar program of financial aid to Egypt, Syria, Jordan and Palestine Liberation Orgn (PLO); sources say program, approved for 4-yr period, will provide Egypt and Syria each with $1-billion annually; say Jordan will receive $300-million a yr and PLO $50-million a yr; say payment of $150-million is to be made to Southern Yemen for long-term Arab League lease on strategic Perim Island in Bab el-Mandeb, strait at southern end of Red Sea; 99-yr lease was recently arranged for island, which commands strait and thus could be crucial in any future Arab confrontation with Israel; Egyptian troops are stationed there; sources say funds will be provided by Saudi Arabia, Kuwait and other oil-producing nations apart from Libya and Iraq; as conf adjourns after 4 days, Arab diplomats rept that strong pressure by Saudi King Faisal helped gain Jordanian King Hussein's Oct 28 agreement to yield to PLO right to rule any parts of west bank of Jordan River that Israel might relinquish; Jordanian sources say Faisal promised Hussein both financial and mil equipment for his forces; say Hussein also succeeded in softening hostile attitude of Palestinian guerrillas toward him and his Govt; Hussein is reptdly under pressure to join leaders of PLO, Egypt and Syria in charting common approach to future negotiations with Israel; such consultations were called for in declaration issued on Oct 28 by Arab leaders and PLO chmn Yasir Arafat; Jordanian sources say Hussein is still determined to withdraw from any efforts to work out Middle East settlement now that PLO has been recognized as sole spokesman for Palestinians; other delegates say Jordan, after initial period of resistance, will enter into projected 4-party consultations; Jordanians say failure of Egypt and Saudi Arabia to support Hussein was source of bitter disappointment; conference sources say Faisal had come to conclusion that controversy between Hussein and Palestinians was stumbling block in way of Arab progress and had to be removed; Egyptian sources say 1 of possibilities to be discussed by Egyptian, Jordanian, Syrian and Palestinian officials will be formation of single delegation to attend Geneva peace talks; illus of Arafat (L)
