WASHINGTON, June 6—The nation's unemployment rate rose again in May, although the total number of Americans with jobs increased for the second consecutive month, the Labor Department reported today.

Cong Joint Com on Internal Revenue Taxation staff rept says it was Arthur F Burns, now Fed Reserve Bd chmn, who, on June 16 '69, passed on to then-IRS Comr Randolph W Thrower Pres Nixon's order that IRS make special investigations of student protesters, black militants and anyone who was financing them; group called Special Services Staff was organized for this purpose in Nixon Adm and it ultimately collected files on 8,585 persons and 2.873 orgns; there is no implication of outright lawbreaking in Burns's transmissions of Nixon order; staff repts that Pres Kennedy and his bro Robert, then Atty Gen, were directly involved in origination of earlier but less extensive programs of IRS concentration on 'ideological orgns'; these involved revs of activities of about 50 orgns, a heavy majority of which were right-wing; operation was dismantled in '66 in Johnson Adm; memo to files by Thrower and reprinted in com staff rept shows Nixon's request to IRS pre-dated hearing by Sen Investigations Subcom at which questions were raised about whether IRS was doing all it could to police tax evasion by activist orgns and individuals; evidence supporting assertion that Burns and Thrower met on date mentioned in Thrower memo and that they discussed activist and extremist orgns includes recollections of Tom Charles Huston, who was present at meeting; com staff says it found no evidence that anyone in White House suggested creation of special unit within IRS to deal with extremist orgns; 2 separate Kennedy Adm inquiries into tax-exempt orgns discussed; results of Nixon Adm investigations included assessments of some $662,000 in delinquent taxes, of which less than $100,000 has been collected; rept says another result was delay of grants of tax-exempt status to new applicants for that status (L)
