June 28-29: Ford Adm officials say on June 27 that they have failed so far to narrow differences between Egypt and Israel sufficiently to make another limited agreement on Sinai possible at this time; say chances now seem remote that Sec Kissinger will be able to undertake another 'diplomatic shuttle' to seek accord; Adm has decided to keep pressing for at least 2 wks more before giving up 'step-by-step' effort because Israel, Egypt and US believe that alternative to limited Sinai agreement--reconvening of Geneva peace conf to seek over-all Middle East settlement--will be invitation to stalemate; officials say negative attitude is result in part of initial rejection by Egyptian Pres Sadat of latest Israeli ideas on interim agreement that were given to Pres Ford by Israeli Premier Yitzhak Rabin during recent visit to Washington; Adm officials say current problems, despite some limited moves by both Egypt and Israel, are essentially same as those in Mar when Kissinger's shuttle diplomacy was unsuccessful (M)

U.S. Plan for Korea

more than 100 FBI agents armed with automatic weapons and dressed in battle fatigues comb prairies and hills of Pine Ridge Sioux Reservation (SD) in search of some 16 Indians they believe took part in killing of FBI agents Jack R Coler and Ronald A Williams; FBI contends killings and subsequent shootout occurred at isolated collection of farmhouses and log cabins near Oglala in northwest section of reservation; during last 6 mos reservation has been beset by shootings, beatings and 8 violent deaths among Sioux population; some of killings have been attributed to virulent antagonism between militant Amer Indian Movement and tribal pres Richard Wilson; FBI repts that agents were killed when they went to farmhouses with warrants for arrest of 4 men who were wanted in connection with assault of white man and son earlier in wk on reservation; farmhouses are known to reservation residents as home and center for movement followers; for next 6 hrs, there was sporadic gunfire between undetermined number of Indians within farmhouses and growing number of law enforcement officers, including state hwy patrolmen; Indians managed to escape when lawmen lobbed tear gas into enclave; dead Indian found in farmhouse tenatively has been identified as Joe Roberts; movement spokesmen have questioned sharply FBI account; say that Indian was killed 1st by agents touching off battle; also suggest that FBI agents might have been shot accidently by other law enforcement officers; add that movement's followers had been on reservation in part to protect Dennis J Banks, who is in region to stand trial on charges stemming from '73 Wounded Knee take-over; movement atty William M Kunstler says that Indian Affairs Bur policeman has threatened to kill 1 movement member for each Govt agent assaulted; also charges that houses neighboring suspects' houses had been bullet-ridden and tear-gased during shootout; presence during shootout of SD hwy patrolmen and SD Atty Gen William Janklow raises questions since state authorities have no jurisdiction over Indian reservations; illus (L)
