A wage freeze for all unionized city workers, effective. Sept. 1. It will cancel a 6 per cent increase due July 1, but allow credit for that raise for pension purposes for unions that accept the freeze voluntarily. Unions representing 175,000 workers have agreed, but the policemen, firemen and teachers refuse and face an imposed freeze.
