NEWARK, July 31 — The Governors of New Jersey, New York and Delaware asked Congress today to appropriate no money for construction of the Tocks Island Dam.

A wage freeze for all unionized city workers, effective. Sept. 1. It will cancel a 6 per cent increase due July 1, but allow credit for that raise for pension purposes for unions that accept the freeze voluntarily. Unions representing 175,000 workers have agreed, but the policemen, firemen and teachers refuse and face an imposed freeze.
