NYS Environmental Conservation Comr Ogden R Reid and NYS Health Comr Robert P Whelan warn consumers not to eat striped bass from Hudson River or salmon from Lake Ontario because Fed and state researchers have found that fish contain dangerously high amounts of PCB (polychlorinated biphenyls), toxic chem used in wide range of mfg processes; Fed standards hold that any food containing more than 5 parts per million of PCB's is unsafe to eat; fish tested had avg of 5.7 parts per million of PCB; Reid says he is sure that discharges from 2 NYS Gen Electric plants have contributed to PCB problem and says that other cos are involved; GE community-relations spokeman Robert Paul comments (M)

Bklyn Dist Atty Eugene R Gold says that Good Humor Corp and officers James Jerman and Donald S Kennedy have been indicted by grand jury on charges of knowingly producing and mktg ice cream with illegally high bacteria content; 244-count indictment also charges ice cream co's plant in Maspeth, Queens, and 2 officers with falsifying records to hide excessive amounts of non-toxic coliform bacteria from state inspectors; Gold says estimated 10% of all products mfrd at co's NY plant between Nov '72 and Apr '75 were affected; NYS Agr Comr John S Dyson estimates that more than 12-million contaminated ice cream bars, cones and pastries were sold in NY area during 2 1/2 yr period; 5-mo investigation by DA's office has found that 10% of products mfrd at NY plant had more than 20 coliform colonies per oz, state's lawful maximum; hearing will be conducted later in mo to determine whether Good Humor's license to operate in NY will be revoked; chart (L)
