Law enforcement sources say Secret Service decided Sara Jane Moore did not represent serious threat to Pres Ford's life largely because San Francisco Police Dept told it she had served dept and 2 Fed agencies as informer over last 18 mos; Govt officials confirm that basis for what service has described as 'assessment' that Moore 'was not of sufficient protective interest to warrant surveillance' was made to conf of service execs earlier this wk; 2 Secret Service agents were reptdly notified on Sept 21 by Inspector Jack O'Shea of San Francisco Police Dept that Moore had suggested in telephone conversation that she might be inclined to 'test' Pres security system at Stanford Univ on Sept 22; sources say service was later notified that police officers had taken 44-caliber revolver from Moore on Sept 22 and kept her in custody during Ford's Stanford appearance and that she would continue to be held if service wished until Ford left San Francisco; sources say offer was declined; agents did not get in touch with either FBI, which had severed its relationship with Moore previous June, or with Bur of Alcohol Tobacco and Firearms, which had employed her for 1st time in undercover operation that morning; sources say agents relied on 2d-hand information; Govt sources have said that firearms agent accompanied Moore on visit to suspected illicit gun dealer, Mark Fernwood, on Sept 21; Sen Appropriations subcom will hold hearings on effectiveness of Pres protection system; O'Shea and Secret Service agents Gary Yauger and Martin Haskell will testify (L)
