WASHINGTON, Oct. 21—The Senate Banking Committee voted 7 to 6 today to consider legislation that would provide $6billion in loan guarantees to New York City, require the state to levy $420‐million in new taxes, and place the city's fiscal management under a three‐member Federal board headed by Treasury Secretary William E. Simon.
