FORT CHAFFEE, Ark., Dec. 20—On this weatherbeaten military base today, 68 Vietnamese men, women and children, the last group of 140,000 refugees who fled Indochina to seek new lives in an Occidental world, boarded buses and headed for cities from New York to Los Angeles.
