10 PERCENT CUTBACK IN STRATEGIC FORCES IS PROPOSED BY U.S.

US has suggested to USSR, as part of new approach to achieving treaty limiting strategic arms, that each side's offensive strategic force be cut by about 10% below 2,400 level agreed upon at Vladivostok; sources say Vance told Gromyko in May that US believes new treaty, to run through '85, should have limit of 2,160 offensive missile launchers and heavy bombers; US also reptdly proposed that tests of land-based and sea-launched cruise missiles be limited to 375 miles in range, but that air-launched cruise missiles be allowed to be deployed with range of 1,550 miles; also suggested that USSR agree in protocol to freeze in replacement of its large land-based missiles, known as SS-9s and SS-18s; also wants protocol to reflect agreement by Soviets to hold down production of new bomber, known as Backfire (M)
