Study Finds Carter Welf are Plan Favors Rural Over Urban States

NY Times calculations based on computerized data supplied by HEW Dept indicate that Eastern and Middle Western indus states would not fare as well under Carter Adm's proposed welfare reforms as would rural Southern and Western states; dept experts, noting that they were not aware of disparity before it was called to their attention by Times, and saying they could find no immediate Haw in Times's calculations, say refinements will be made before final program is sent to Cong in Aug; Times's calculations show that important reason indus states would not fare as well as rural ones is that amount of Fed funds provided to indus states for public service jobs would be sharply reduced (M)
