New York Is Denied Disaster‐Status Aid

THIS journal note of mine, dated Black Mountain College, August 1952, records what is said to be America's first &#8220;Happening,&#8221; that medley of randomness and sheer chutzpa which became a password of the 1960's. 1 turn back to it out of a need to pay tribute to Black Mountain, one of the most visionary communities of the century, and also out of impatience with those writers presently celebrating the 1960's legacy of rebellion and innovation as if it had no historic roots in previous epochs.

JAMES BALDWIN will turn 53 on Aug. 2. He was born and grew up in Harlem.,He left this country when he was 24 for France, where he has, mostly, lived ever since. This summer he returned to New York City, but not on yet another brief visit&#8208;the expatriate cEpping into the forsaken land for draught of outrage &#176;I &#8208;disgust. He is coming home to live, and glad to be back. But if one presses him a bit on the virtues of this country, he is quick to spell out his particular point of view: &#8220;I left America because I bad to. It was a personal decision. I wanted to write; and it was the 1940's, and it was no big picnic for blacks. I grew up on the streets of Harlem, and I remember President Roosevelt, the liberal, having a lot of trouble with an anti&#8208;lynching bill he wanted to get through the Congress&#8208;never mind the vote, never mind restaurants, never mind schools, never mind a fair employment policy. I had to leave; I needed to be in a place where I could breathe and not feel someone's hand on my throat A lot of young Americans, white or black, rich or poor, have wanted to get away, as a means of getting closer to themselves. For me France was the beginning of a writing life; I wrote &#8216;Go Tell It on the Mountain&#8217; there. It was there I began the struggle

For almost as long as anyone can remember, it has been said that the arts in America are not adequately or properly supported. Likewise, it is often claimed that the arts here are insufficiently appreciated. Many reasons for this grievous condition are offered by way of explana tion, and none of them are flattering to our collective national identity. The cause of this terrible insufficiency is said to be our materialism, our philistinism, our provincialism, our politics, our economics, our preference for &#8220;gadgets&#8221; and mundane gratifications over things of the spirit. But whatever the specific cause may be, the established view is usually the same: we are not an esthetic nation, and we therefore starve the arts. Or, as the current jargon has it, our &#8220;support system&#8221; is not equal to our potential &#8220;creativity.&#8221;
