EAST RUTHERFORD, N.J., Oct. 13—The New Jersey Sports and Exposition Authority formally approved today plans to build a 20,000‐seat arena within the shadow of its lucrative year‐old Meadowlands Race Track and Giants Stadium. The action opened a third major area of competition between the authority and New York‐based facilities for the sports and entertainment dollar.
